THE SEALED HOLE ON TOP OF THE TANK IS FROM THE MANUFACTURING PROCESS. IT IS A VENTING HOLE USED DURING THE CREATION OF THE TANK.  IT HAS NO FUNCTIONAL USE FOR THE END-USER.
